    Taking the international OA(Open Access) journals of China and USA as an example and combining traditional citation indexes and introducing the Altmetrics indexes, this paper constructs a model of impact evaluation and comparison and constructs an evaluation index system of OA journals from two dimensions of academic influence and social influence. Through standardization, correlation analysis, reliability/validity analysis, factor analysis and two-dimensional analysis, the academic and social influence of OA journals are evaluated and compared between China and
    USA. The authors found that:(1)In terms of academic influence and social influence, the evaluation scores of international OA journals are quite different between China and USA. The influence of American international OA journals is far greater than that of Chinese international OA journals.(2)There is a strong positive correlation between the 7 traditional citation indicators based on JCR, and a high positive correlation between the 8 Altmetrics indexes based on Altmetrics explorer, and the indexes have a significant consistency both overall and internally.(3)There is a moderately positive correlation between academic influence and social influence scores of 66 OA journals. The evaluation of academic influence of OA journals is a useful supplement to the evaluation of social influence. Finally, suggestions are put forward to enhance the influence of Chinese international OA journals.

    The purpose of this paper is to explore the feasibility and effectiveness of academic trail based academic measurement method applied to the evaluation of micro-blog's transmission power. Taking the micro-blog of 9 university libraries in China as the data source, collecting the number and the forwarded number, calculating the forwarded h index and the forwarded p index, the academic trace of the forwarded micro-blog is calculated on this basis, and the correlation between the h index, the p index and the academic trace in the evaluation of the micro-blog communication force and the correlation between them, and the correlation between them, are demonstrated. It explores the application
    effect of academic trail in evaluating micro-blog's transmission power. The empirical results show that the application of academic track to the micro-blog communication ability evaluation has better regional diversity and sensitivity, and better balance the relationship between the number of micro-blog users and the quality of the users.

    The paper first examines the citation of software in Chinese core journal papers on knowledge mapping using a content analysis approach, and then explores the diffusion characteristics of the top ten most frequently used knowledge mapping software tools with several diffusion indicators such as diffusion breadth and diffusion speed. The findings are as follows:(1)Knowledge mapping research increasingly relies on software and the proportion of papers about knowledge mapping using software is more than 90% up to 2017. However, the state of software citation practice does not become better and the uncitedness of software in domestic knowledge mapping research is still noticeable.(2)The speed of new software acceptance and usage of Chinese researchers in the field of knowledge mapping is increasing.(3)The knowledge mapping software tools have been adopted slowly in early years, but afterward the diffusion speed grows rapidly up to now.(4)The knowledge mapping software tools have occurred earlier in the fields of library, information and document science, management, journalism and communication, and computer science. And they have been more frequently used in the research of library, information and document science, education and management.

    This paper uses the international researches for reference, and summarizes the risk indicators in different transformation initiatives, then establishes 40 risk indicators. Through the investigation of the practitioners in library field and using the method of factor analysis, the screening of risk indicators is completed, and 6 major categories of 29 risk indicators are finally established. Risk is also changing and developing. According to the change of types of library operation, this paper puts forward the evolution assumption of risks in library Transformation.

    The paper had carried out quantitative statistics on relevant literature at home and abroad, resolved the current research hotspots, analyzed the new problems faced by scientific data sharing in the era of big data, and predicted some possible research directions. The authors found that, the research hotspots of scientific data sharing are mainly focused on ethical theory, ethical dilemmas, and causes governance measures and so on. In the era of big data, scientific data sharing faces new issues, such as data boundary expansion, various data structures, and blurred data rights. Future research can focus on issues such as the data divide, data pollution, data privacy protection, and data dissimilation.

    In this paper, the relevant literature on cross-modal retrieval in WOS database is used. Combining bibliometrics and visual knowledge mapping analysis methods, Hiscite and CiteSpace analysis tools are used to conduct multi-dimensional statistical analysis and visual analysis of selected documents. Through the research on the main authors, countries, institutions, hotspots, research trends and research frontiers in the field, this paper finds that China is a country with more research results on cross-modal retrieval and research direction is mainly focused on algorithm improvement, model research,etc. The research frontiers are mainly concentrated on artificial intelligence,deep learning and multimedia recognition.

    This paper conducted the research on big data governance initiative in the context of big data sharing and exchange in government. Guizhou-Cloud Big Data Corporation and Block Data Corporation, representing the Guizhou Province and Guiyang City big data governance initiative respectively, are selected for double-case study. During this process, this study collects qualitative data from interviews, documents and materials. Furthermore, this paper launches the analysis from subject, object and instrument at big data aggregation, integration and application stages. Research findings show that,practices present two kinds of big data governance paths, including reconstruction and exploration on
    the level of province and municipality individually, whose key differences are overall planning and practical application. This study is an extension of big data governance theoretical research, and also enlightenment for China’s practices.

    In view of the current problems in emergency experts finding, the author proposes to build path fusion model. The model can be divided into three sub-modes from the time node of fusion intervention as follow: on the basis of assessing the distribution of resources, path-weighted fusion process based on resource balance degree has been designed in resource integration related to emergency experts; Incorporating engineering modeling logic, the analysis model from feature selection and feature correlation to feature fusion has been built in emergency experts feature fusion; While not changing the original path discovery channel, the baseline finding results are merged by designing the facet
    index and faceted ranking fusion algorithm to obtain the comprehensive recommendations. Combining the typical scenarios and business requirements, the construction of the path fusion model for emergency expert finding can provide comprehensive and effective intellectual support for emergency response. The horizontal comparison of different fusion modes has not been thoroughly discussed and analyzed.

    In this study, the authors acquired foreign journal articles on health information and health anxiety, to analyze the influence of online health information and user behavior on health anxiety. The results showed that information source, information overload, conflicting information, information narrowing and misinformation are the crucial factors which impact the health anxiety. But such influence is different in the self-diagnosis and visiting the doctor. The authors suggest that it is necessary to make full use of the characteristics of health information and the advantages of health communication to promote the appropriate use of online information with the technical and humanity means.

    This paper aims to discuss the concept, basic characteristics, core issues, research content and the relationship with knowledge fusion of smart intelligence services. Firstly, the intelligence service is divided into four stages--literature service, information service, knowledge service, and smart service--based on objects of the information processes, respectively. The development, definition, characteristics and challenges of smart intelligence service are elaborated. Next, the development of knowledge fusion, the definition of knowledge fusion in the era of smart service, the characteristics of knowledge fusion, the relationship between smart intelligence services and knowledge integration are discussed.Lastly,the core research content of smart intelligence services is put forward.

    On the basis of combing the relevant research and practice development, this paper puts forward smart librarians, intelligent technology, blended concept and smart content as the key elements of public library's smart service. Then, the paper finds that development path of smart service mainly present some indications,such as from intelligence to smart, from two-way connection to everything connection, from a boundary to crossover.
